1. Smoking - Bylaw #1436
On June 13, 2005, Town Council passed a new Silver Standard Smoking Bylaw that prohibits smoking in all indoor areas accessible to persons under the age of 18, and also to recognize that second hand smoke is a health hazard or a discomfort for many inhabitants of the Town of Innisfail.

Therefore, Smoking will not be permitted in:

  • Public buildings and those areas within 6 meters of an entrance or exit to a public building.
  • Town buildings and those areas within 6 meters of an entrance or exit to a town building.
  • Town vehicles and equipment.
  • Public transportation vehicles.
  • Work places and those areas within 6 meters of an entrance or exit to a work place. (where the above are accessible to persons under the age of 18)

It is Council’s intention to upgrade this Smoking Bylaw to a Gold Standard (i.e. No Smoking in any public place regardless of age) prior to the next municipal election in October 2007.
Failure to comply with this bylaw will result in a fine.

2. Business License - Bylaw #1397
Every person operating a business within, or partly within, the Town of Innisfail requires an Innisfail Business License. This license requirement also applies to home occupations. In addition, all home occupations require a Development Permit.

3. Development Permits - Land use Bylaw
A development permit and / or building permit is required for most improvement projects, including garage construction, basement development and fireplace / wood stove installations. Permits ensure that the project complies with safety codes and meets established standards.
Safety Codes: Building, Electrical, Plumbing and Gas permits are issued through the Town of Innisfail Development Department

4. Animal Control - Cat Bylaw #1370 - Dog Bylaw #1433
All dogs owned by an Innisfail resident must be annually licensed. Licenses are due by the beginning of each calendar year. Cats may also be licensed, which is a permanent license. Dogs are not permitted to run at large, or bark or howl that may be annoying to residents. Cats are also not permitted to run at large. Animal control is contracted out to Alberta Animal Services in Red Deer.

5. Snow Removal - Bylaw #1447
Residents of Innisfail are required to remove snow from sidewalks fronting and flanking their properties within 24 hours after a snowfall. All residents are prohibited from dumping snow taken from their property (driveways, etc.) onto Town sidewalks and roads, except in downtown areas.

6. Off-Highway Vehicles - Bylaw #1297
The operation of Off-Highway Vehicles is prohibited on any portion of open space within the Town of Innisfail limits.

7. Skateboarding - Bylaw #1381
A Skateboard means any wheeled recreational device, except a bicycle. This includes roller skates and blades. The following are prohibited areas:
On the Sidewalk or Highway on 50th Street between 42nd Avenue and 53rd Street
Innisfail Cenotaph Area - Corner of of 50th Street and 49th Avenue
Front Entrance Area of Innisfail Aquatic Center
Fenced area of Hospital Heliport
Enclosed Cement Walled Area - Corner of 54th Avenue and 42nd Avenue

8. Unsightly Property - Bylaw #1434
An owner, lessee, tenant or agent of the owner of land or premises within the Town shall not permit the property to become or remain a nuisance or unsightly. This includes the storage of wrecked or dismantled vehicles, accumulation of materials, garbage and includes ill-maintained yards.

9. Garbage Collection - Utility Bylaw #1304
Refuse should be place at the collection point the night prior to collection day, but should not be there sooner than 24 hours before collection. The use of garbage cans is encouraged, although garbage bags are acceptable. Care must be taken to prevent breakage and to protect the bags from animals. Contact the Town Office at 227-3376 for further information.

10. Curbside Yard Waste Collection - Bylaw #1412
This includes grass clippings and garden material, and excludes garbage or branches, trees or shrubs. The penalty for noncompliance is severe.

11. Portable Signs - Bylaw #1383A
Only one portable sigh may be placed on private property, and may not interfere with safe vehicular or pedestrian traffic. Non-profit organizations may place such signs on Town owned property and must be removed within 24 hours of the conclusion of the event.

12. On-Street Parking
Under the Highway Traffic Act, vehicles parked on a roadway in one location longer than 72 hours are considered abandoned and subject to a $57.00 fine and may be towed away. Vehicles are consistently parked on roadways cause problems for road maintenance crews, are subject to sideswipes and vandalism, and pose a safety threat to playing children. Driveways and garages are designed for vehicle storage.

13. Unattached Trailers - Bylaw #1447
All trailers, regardless of size, and purpose, while parked on a street must be attached to the towing vehicle.

14. Fire Pits - Bylaw #1400
Recreational fires are permitted within the Town limits provided it is confined in a noncombustible container and is set for the purpose of cooking, warmth or viewing pleasure. Such fires must be manned and kept under control and must not create or cause an inconvenience, smoke or distress to neighbors. Fire permits can be obtained by contacting the Fire Chief.

15. Permits & Licenses - Land use Bylaw
The permits, registrations and licenses previously described may be obtained from the Town of Innisfail Administration Office at 4943 - 53 Street or by calling 227-3376. Office hours are between Monday to Friday 8:30 a.m. - 4:30 p.m.

16. Water and Sewer Services - Utility Bylaw #1304
Water meters are read and bills are sent out every month. Sewer charges are calculated at 70% of the water charge. No person shall dispose / dump anything into the water, sewer or storm sewer system that would be considered a health or safety hazard and needs to notify the Town of Innisfail immediately upon becoming aware of such release.

18. Noise Bylaw - Noise Bylaw #1162
No person shall make, continue, cause or allow to be made any loud unnecessary or unusual noise that annoys, disturbs, injures, endangers or distracts from the comfort, repose, health, peace or safety of other persons within the limits of this Town.

19.Parks Bylaw - Parks Bylaw #1440
No person shall operate a motor vehicle, vehicle or trailer in a park other that in areas designated for that purpose. No person shall litter, possess a fire arm, remove or alter any signage, dig or plant any object without permission, deface any building or structure, start or leave burning any fire unless in a designated fire pit.

20.Cemetary Bylaw - Cemetery Bylaw #1444
Plots for sale are available through the Town Office and may not be resold without the consent of the Town of Innisfail. All flowers need to be removed 30 days after internment. The Cemetery Caretaker has the right to remove any flowers, ornaments or other items that interfere with cemetery maintenance or that are unsightly.

21. Fireworks - Fireworks Bylaw #1446
Permits to discharge fireworks within the Town of Innisfail will only be issued to Professional Pyrotechnicians.

22. Traffic Bylaw - Bylaw #1447
The Traffic Bylaw addressed issues ranging from parking regulations and the parking of recreational vehicles to allowable vehicle weights and speed limits in alleys.
