Bylaw EnforcementTown of Innisfail employs a Bylaw Enforcement Officer / Special Constable that is responsible for all Town of Innisfail bylaw enforcement and provincial traffic matters.

 

 

Animal ServicesAnimal Control
The Town of Innisfail contracts Alberta Animal Services to enforce the Town’s animal control bylaws. Dog BylawsDog Bylaw Number 1484
A dog license in the Town of Innisfail is $20.00 for spayed / neutered dogs and $40.00 for non-spayed / non-neutered dogs during the months of December and January for the forthcoming year. All other months of the licensing year the fee will be $30.00 for spayed / neutered and $50.00 for non-spayed / non-neutered. Owners will be fined $75 for dogs caught not wearing a current dog tag. There are No “Off-Leash” Areas within the town limits to run your dog. Dogs must be leashed and wearing a current license tag when taken off their premises. Residents must clean up after their dogs as well. This not only helps keep the community clean, it helps eliminate the spread of some common canine diseases. Failure to comply with these laws may result in the Animal Control Officer seizing and impounding the dog, and/or issuing a fine.

Cat Bylaw - Bylaw #1483
Under Cat Control Bylaw #1483 all cats are now required to be licensed within the Town of Innisfail. A cat license in the Town of Innisfail is $20.00 for spayed / neutered cats and $40.00 for non-spayed / non-neutered cats during the months of December and January for the forthcoming year. All other months of the licensing year the fee will be $30.00 for spayed / neutered and $50.00 for non-spayed / non-neutered. The bylaw also states no person shall allow his/her cat to run at large, or to damage public property or the property of any other person. The Town’s Animal Control Officer may seize and impound for 72 hours any cat found running at large. During this 72 hour period, impounded cats may be redeemed upon payment of a $80 fine. Any cat not redeemed at the expiry of the 72 hour period may be destroyed or put up for adoption.

In addition, any person who has a complaint about a cat running at large or causing damage to property, may obtain a cat trap from the Town Office.

Business License Application Form
Business Licenses are required to operate a business in Innisfail and must be renewed annually. Yearly licenses are for the calendar year, 1 January to 31 December. All yearly license fees are based on a yearly amount for the duration of the License.

Smoking Bylaw
On June 13, 2005, Town Council passed a new Silver Standard Smoking Bylaw that prohibits smoking in all indoor areas accessible to persons under the age of 18, and also to recognize that second hand smoke is a health hazard or a discomfort for many inhabitants of the Town of Innisfail.

Therefore, Smoking will not be permitted in:

  • Public buildings and those areas within 6 meters of an entrance or exit to a public building.
  • Town buildings and those areas within 6 meters of an entrance or exit to a town building.
  • Town vehicles and equipment.
  • Public transportation vehicles.
  • Work places and those areas within 6 meters of an entrance or exit to a work place. (where the above are accessible to persons under the age of 18)

It is Council’s intention to upgrade this Smoking Bylaw to a Gold Standard (i.e. No Smoking in any public place regardless of age) prior to the next municipal election in October 2007.
Failure to comply with this bylaw will result in a fine.

Handicap ParkingHandicap Parking
Parking in a posted handicap stall without displaying a valid Handicap Permit is subject to a $50 fine for first offence and $110 for subsequent offences as per Town Bylaw 1447, Part 1, Section 1(e).

 

Garage Sale Tips
Garage SalesJust a reminder that the back of the Lion’s Sign on 50th Street by Fourlane Ford is available for advertising your garage sale. Also, please keep in mind that, if you must post signs within Innisfail, please remove these signs upon completion of your sale. Failing to remove garage sale signs within 24 hours of the conclusion of the event is subject to a $75 fine as per Bylaw 1447.

Also please note that THE SALVATION ARMY NOT A DUMPING AREA for garbage and garage sale items that did not sell – especially appliances and mattresses. Please respect the Salvation Army organization and the service they provide and do not dump your garbage in their alley. The improper dumping is subject to a $300 fine, as per Town Bylaw 1361. The Salvation Army is pleased to accept donations in the bin provided or during business hours only.

Trailer Parking on Streets
Trailer ParkingTown Bylaw 1447 (Section 4) states “No person shall park or leave on any highway, within the Town, any trailer, whether designed for occupancy by persons or carrying goods or equipment, unless the said trailer is attached to a vehicle by which it may be propelled or drawn and when so attached the trailer shall be deemed part of the vehicle and shall be subject to the regulations pertaining to the vehicle unless otherwise authorized by order of the Chief Administrative Officer”. The penalty for failing to comply to this bylaw is $50 and the trailer is subject to be towed at the owner’s expense. Section 76(2)(a) of the Traffic Safety Act stipulates that a vehicle left standing on a highway for more than 72 consecutive hours, unless otherwise provided for in a bylaw, etc., is deemed to have been abandoned at that location. The penalty for this infraction is now $230 and again the vehicle is subject to a tow.

Watering AllowancesOdd & Even Watering Reminder
As per Town Bylaw 1407, outside watering is restricted to even numbered addresses on even days of the month and odd numbered addresses to odd days of the month. Watering is not recommended between 12:00 noon and 6:00 pm as at this time of day the sun can burn the vegetation and is prone to evaporation. Residents are encouraged to help conserve water by limiting the length of time spent watering and are reminded that a lawn requires only 1 inch of water per week. 1 hour of watering applies approximately ½ inch of water. Therefore, a lawn should only need 2 hours of watering per week when there has been no rainfall. Compliance with the water restrictions will help to prevent the imposing of further restrictions in the future. Residents are reminded that the water restrictions may be enforced and violators could face fines of $200 and/or discontinuation of service.

Skateboards
Skateboarding BylawsThis bylaw regulates & restricts the use of any wheeled recreational devices (excepting bicycles, but including skateboards, roller blades and scooters) to provide for the safety, health and welfare of residents of the community, and for the protection of people & property, on or near public places.

Skateboarding is prohibited at the following:

  • On or near a public place or place of business
  • On the sidewalk or highway on 50th St. between 42nd Avenue & 53rd St.
    (the main street/downtown core)
  • Innisfail Cenotaph area corner of 50th Street and 49th Avenue
  • Front entrance area of Innisfail Aquatic Centre
  • Fenced area of Heliport
  • Enclosed cement walled area corner of 54th Avenue and 42 Street

First offence is a $25 fine and any subsequent offences are $50.00 and/or skateboard may subject to seizure for 30 days.

Snow RemovalSnow Removal

  • Sidewalks must be cleared of snow within 24 hours after the last snowfall, otherwise a 48 hours advance warning will be given and upon failure to comply, a fine of $50 will be issued. Subsequent offense fines are $110.
  • Snow that is cleaned off of sidewalks or driveways cannot be deposited onto the road. It must be deposited onto private property (i.e. your lawn) or onto the boulevard, except in circumstances where private property does not feasibly allow this (e.g. downtown). If snow is deposited onto the street, the Town will levy a $45 fine and $110 for any subsequent infraction.
  • Remember that you are legally & civically responsible should someone suffer injury due to your noncompliance of the bylaw. If you are unable to clear your sidewalk, please make arrangements to have your sidewalk attended to.
  • Also, if there are any Town owned properties where sidewalk snow removal has been neglected, please inform the town office.

Open Burning & Fire Pits
Fire PitsAs per Town Bylaw 1400, open burning, with the exception of recreational fires in approved fire pits, is not permitted within the Town of Innisfail. Please note that burning of tree branches and trimmings, grass clippings, waste lumber, etc. is prohibited. Only seasoned wood that is not contaminated with glue, paint, stain or other preservatives may be used for burning in approved fire pits. Approval for a fire pit can be obtained by applying for a Fire Pit Permit at the Town Office.

 

Grass Clippings
Grass ClippingsLeaving grass clippings on Town sidewalks and streets is considered littering and subject to a $25 fine as per Bylaw 1346. Sweeping grass clippings and dirt onto the street may cause the storm sewers to clog up. Please follow Town ‘lawn mowing etiquette’ and sweep up and remove grass clippings, or sweep grass clippings back onto your own property.

Portable Signs
As per Town Bylaw 1383A, a business may post only one portable sign on their property – the size being no higher than 7 feet with a surface area of no greater than 32 sq. ft. The sign must be maintained in a proper state of repair, should not be confused with traffic lights or signs, or pose a potential hazard to pedestrians or motoring traffic. Only community and non-profit organizations may post an event sign on Town owned property and remove it within 24 hours of the conclusion of the event. The penalty for violation is $100 for the first offense and $300 for any subsequent.
